M. yon Plehwe, the Russian Minister of the Interior, has announced the appointment of a Commission to harmonise the working of the Imperial departments and the provincial bodies, with a view to improving the condition of the peasantry. The "Novoe Vremya" hails the Commission as a political event of the first magnitude.
