Baron Speck Sternbtirg has been appointed German Charge d'Affaires in Washington, in the absence of Dr. yon Holleben. The tetter's withdrawal is described in Berlin as a recall, attributed to ad instance of mistaken judgment in his part over the Lord Pauncefofce incident of February last, arising out of the American intervention in Cuba, and also to Dr. yon Holleben offending the Kaiser's brother, Prince Henry, on the occasion of his recent visit to America. It is understood that President Roosevelt recently intimated that in the event of Dr. yon Holleben's retiring, he would welcome Baron Sternburg as his successor.
