All-Maori County Council?

At a meeting of the Matakana •County Council (Poverty Bay), a member said that as there was a 1 large number of Maori ratepayers on the county roll, the day eventually would arrive when all the seats on the council might all be filled by Maoris. He mentioned that Maoris had held seats on the council and had proved level-headed men. There were others not on, the council who were just as levelheaded.
