“While the fencing off of a large portion of the area is a great improvement, the whole place is still in very bad order. It is difficult to visualise a really first class tip on the site of the present eyesore and breeding ground for vermin, but with effort and some preliminary expense—also control over indiscriminating dumping—it should be possible to have a tip of which the Council will be proud.” From that introductory paragraph to his comments on the Borough’s refuse tip in his monthly report to the Council on Monday night, one takes it the Health Inspector, Mr A. R. Knights, is not altogether happy about present ar, rangements. He went on to say: “Though it is not really satisfactory to tip on land subject to tidal action, the made up area will be enlarged as rapidly with proper tipping methods as under the present haphazard scheme. When proper working methods are started, and the tip in good working order, maintenance costs will be reduced. It will, I think, be agreed that any extra cost or effort involved to put the tip m good order and thus prevent infestation by rats and the breeding of flies, will be well worth while, and the whole town will benefit.” ’
