New Regulations For Window-Envelopes
The Post and Telegraph Department now has authority to return to the senders “window-enveloped” letters which do not comply with the regulations. The regulations, which will be enforced at once, state that a letter or other article addressed in lead pencil or copying ink pencil and enclosed in a “window” envelope cannot be accepted for transmission. “Window” envelopes may, however, be used provided the addresses are written in ink or are typewritten or are printed in a dark colour and are perfectly legible through the transparent panel. In addition, in the inland post, articles may be enclosed in “window” envelopes when addresses are prepared by carbon process and are perfectly legible. This regulation is international, having been agreed to at an international conference last year.
