Sir—We are told that the (N.Z.) Dairy Control Board has been reconstructed! That a majority of its members would be Primary Producers; representatives chosen by themselves. That a Board concerned with a primary production was so constituted! But, “the very act that gave effect to that proposal stripped the Board of every vestage of authority.” By placing the final word in the. hands of the Minister over the Dairy Industrys operations; as to what butter shall be sold, and who shall sell it, too whom, at what prices, and every other aspect of the industry. This process. is being followed in respect to all other Boards, meat, fruit, eggs, vegetables etc. So we have a progressive plan, to place under control, the ultimate destiny of every producer; and also his day by day activities, and his year to year returns. Lest anything should escape through the nett, we have the arbitrary control over Land Sales and capital issues, (Hansard 28/10/48), and is caped by the Banking Legislation. This is at variance with the desires of the (N.Z.) Primary Producers (and the Body Politic) that there should be this continually growing aggregation of authority by Ministers and their servants. There is a strong semblance) in this plan, as carried out by Mussolini, and was 'the ultimate step in the estabishment of a Dictatorship in Italy. I am not discussing the fact, that the Government is follow ing the traditional path of Dictators' It is already on the path, and if there is any relaxing before the elections we must not be deceived as to the ultimate end.
