High Illiteracy Rate In England And Wales

More thap 3,000,000 adults and young people in England and Wales can scarcely read or. write, according to the report of a commission appointed two years ago by the Bishop of Liverpool, Dr Clifford Martin. The report staies that recent surveys show that about 17 per cent of the population is semi-illiterate and that the proportion of people of low intelligence, which is larger than is commonly imagined, shows a definite tendency to increase. Because words are read or used it must not be assumed that they are understood, adds the report.
