The Bay of Plenty Beacon Published Mondays, Wednesdays and Fridays. FRIDAY, NOVEMBER 1, 1946 MEMORIALS ; A GOVERNMENT LEAD AT LAST

~'GOVERNMENT subsidies will be available for War Memorials of a certain character, states a recent circular to all local bodies throughout the Dominion. This decision which has ■ ;; been impatiently awaited ever since the question began to occupy the minds of public people and community groups has been announced by the Minister of Internal Affairs (Hon. W. .E; Parry) who spoke in. Whakatane last Wednesday ■ evening. The subsidy will be £1 for £1 and will be made available only for those memorials planned along the lines of Community Centres. It is stated that the nature of any '■''■' local .war';memorial is entirely a matter to be decided by the. community concerned, but the Government felt that the type which would most justifiably be subsidised out of national funds was one that, while erected or established in .reverent memory of'our glorious dead in gratitude for what i] -they did;to'ensure the continuance of a world free from oppression, will be something vitally living, something that from the very nature of its use and enjoyment will ever keep before us and the generations that follow us that freedom of life and personal expression for which our men and women fought and fell. The Government felt that the type --.of-.-memofiaKwhich best embodied this ideal was the community "centre where the people could gather for social, educational, .cultural, and recreational purposes. Denning a community centre the circular goes on to say that in its simplest &m the community centre is embodied in the-vil-lage hall providing facilities for dances, shows and meetings , . of all, types, dramatic presentations and concerts, and indoor Recreation, together with facilities for refreshment, a kitchen, or cafeteria. Associated with such a buildVl irig can be planned facilities for outdoor recreation. Careand planned, even such a modest centre can be a place not merely of exceeding use to the community, , but a thing o% beauty,. The terijri was one which must and .'/would be liberally, interpreted;:'though it would help to ' clarify the position "by stating;jilhat municipal and county id) ;6fncesiwouldinot qualify for subsidy. On the other hand if (o 3 a.building:combined ; such officefe; with other features which cultural or recreational! facilities for the community 'generally, subsidy would in approved cases be paid on moneys raised for the latter.
