COMPLETE unanimity in all scouting communities throughout the Bay of Plenty on the question of adopting the English- or County Scheme may be considered something of an Achievement as far as the movement is concerned. Under the new regime, five hundred and eighty scouts with twentyfour attendant committees will now come under the control of three local associations, over which will preside,, three individual District Commissioner. The fabric of administration has been strengthened throughout and at Tauranga, Whakatane and Opotiki, separate executives have been constituted to give a core to the whole movement. As a result, the scouting fraternity can look forward to intensified training activities and progress generally.
