IS IT A RACKET ?
WHY is it, ask many citizens who still refuse to stoop to the 'black market' that certain persons have no difficulty in receiving steady supplies of rubber tyres, whilst others who honestly deserve prior consideration, are unable tc make any impression on the cold, official ear of the Controller? Town and country alike supply i laring instanres of this strange state of affairs, explainable either, by blatant favouritism in official quarters or els© by access t9 an unknown sdurce of. supply of which the general public is not aware. A fairer allocation to deserving cases would result from the appointment of -a local controller with a knowledge of the local conditions and circumstances surrounding all applications, rather than an officer who can review only from a distance of two hundred miles away.
