Conscription of Wealth
The Government imposed high taxes for the express purpose, of getting as near as possible to a levy on capital or the conscription of wealth, state,d Mr J. W. Munro Government, Dunedin North) in the House of Representatives. Most of its; supporters believed ia that principle, but under modern conditions it. was not possible though the, Minister of to his honour went as far as he could to conscript wealth without dislocating the wheels of the industrial machine .
