POWER DISCOUNT Sir, —I would very much like to congratulate the Electric Power Board of the Bay on its unanimity in deciding to adopt a positive, in place of its past negative outlook anil change over l'rom "penalty" to '"discount." When 1 first came to this district from a '"discount" one, I felt very much like the small boy who, in r stead of the usual lollie for being good, was now threatened w/Ui the big stick if he shou'.d ever think of starting to be naught} 7, not necessarily for the attraction of the former or for fear of the latter but the physeological effect was, as in the case of the small boy, one of resentment. Some mothers might well take, a lesson from the Power Board's change of outlook; but ncediess to say the "lollie" would in all probability have to be a metaphorical one.
