The scheme introduces, a system known as the Regional Assistance System, which provides for brigadesmen from a distance rallying lo control fires in a 'Centre which lias become the victim of a bombing raid an .earthquake or any other major disaster. The entire brigade would not vacate their home town but would leave a skeleton stall' on the spot to cope with any local outbreaks should they arise.
