BROADCASTS, articles, circulars regarding the need for all persons to safeguard against the wastage of rubber, paper, metals, rags and all articles of a utility value, are the common lot of the average person to-day. The text of all these appeals can only meet with popular approval since they are realised to be part and parcel of the country's war effort and therefore based on the patriotism and loy alty of the individual. What, however remains an inscrutable mystery is how and when will these endless appeals be made possible in a plain and practical manner. What method of collection will be adopted, what quality of the articles required should be preseved, when should the articles be prepared for collection ? These and a dozen others occur to the average individual who still hears nothing but the lofty ideals which make the anti-wa&te campaign so imperative. The law decreed that it was illegal to bum or destroy paper two months ago. As far as the country knows to-day there is no alternative measure to prevent paper destruction and the best intentioned have now lost regard for the penalty. Whakatane but for the Girl Guide paper drive three months back and a brief, spontaneous response to the appeal for rubber is carrying on in exactly the same manner as before. Ahd~ we take it that Whakatane s experience is the same as that of the' average country centre.
