WITH two troops of scouts, and, a strong pack of cubs Whakatane, now enjoys the distinction of haivng enrolled in the greatest boys international movement, no less than eighty-seven boys. With this fact in mind we feel that the announcement of the possibility of staging the annual rally for the Bay of Plenty should meet with the warmest approval. No other centre in this area has a scout strength even approaching the above figure and there is no reason with the combined efforts of the Citizens and Scottish troops committees, why the rally should "not be made a memorable success.
