USE OF STUDENT LABOUR The Department of Agriculture has issued a memorandum dealing with the responsibilities and duties of district primary production councils in regard to manpower and labour for farms. Councils arc to be supplied with copies of ballot Gazettes, and on inquiry from the sec-
"etary of the appeal board for the district concerned will be able to ascertain the names of all farmers
and farm workers for whom appeals have been lodged. Where appeals have not been made and the council thinks it desirable, the council may make the application to the
appropriate appeal board. If men who arc regarded as essential have not been returned by the Army, it is
the council's duty to make representations to the secretary of the appeal board to have the men released. Councils are also required
io take steps with a view to increasing production in their dis-
trk'ts. The memorandum also advocates the greatest use being made of student labour during the holi-
ays, and says that the councils will
also probably be required to supervise the farms of soldiers overseas.
