That annoying habit of flashing inquistive torches into the faces of people approaching on the footpath lias been very common in Waihi of late, says the Telegraph. Offenders would do well to remember that the use of torches is permitted only to guide their footsteps, and not to annoy passers-by. Indeed, torches flashed upwards offend against the lighting regulations, and the users are guilty in law oT offensive behaviour if they use them to the annoyance of other walkers. A similar habit also prevails in Whakatane and we hope that those guilty of it will cease as a result of this hint.
