JAPAN

"The Russian Government alone can know whether it would be to Russia's advantage to declare war on Japan. If such a declaration were, for the time being, fraught with more peril than profit to Russia's forces and resources in the Far East, then it must be reckoned very doubtful whether the Allies could appeal, on the larger issue, for a removal of the last hindrance to allin conflict. Even although a Russian declaration of war on Japan would permit the use of Russia's large submarine fleet in Japan's narrow waters, and, what is perhaps more important, provide airfields froun which Allied long-range bombers could strike at Japan's industries, everything must depend on the extent to which Russia has drawn oji her forces and equipment in the Far East, to make good the heavy losses suffered in Europe and so make possible the magnificent coun-ter-attacks under which the Nazis

are now wincing. Russia, we may rest assured, will decide on this question after a realistic scrutiny of the facts."—Glasgow Herald.
