DRASTIC BUILDING REGULATIONS
NO MORE PERMITS ISSUED
The following regulations from the Building Controller were received by the Whakatane County Council at its meeting on Tuesday:— Building Construction Control Notice Noi. 8 requires that local auth-i orities shall not issue building permits for any constructional work regardless of cost without the precedent consent of the Building Controller. The notice also requires that where any person proposes, to commence any constructional work and a permit therefor is not required from a Local Authority, such work is not to be commenced without the precedent consent of the Building Controller. Owners or persons in charge of constructional works which cannot be considered defence Avorks or essential to the Dominion's war efforts are advised to prosecute such works with such, labour and materials as are available in such a manner as to ensure that such works could, if necessary, be abandoned within seven days and left in such order and condition that the works would be structually safe and reasonably protected from the effects of weather and vandalism. No person shall use Portland cement other than for defence works, freezing works, cool stores or hospitals. District engineers have been, provided with certain discretionary uowers, but it is encumbent upon them to state that it is of utmost importance that every bag of cement should be reserved for defence purposes. Every person who purchases cement shall return the bags dry and in good order and condition to the person from whom the cement was purchased. Persons holding stocks of over 1 ton of cemei.'t are required to return the cement tcs the person froni whom such was purchased. Every person who owns or has possession of or control of machinery plant equipment including concrete mixers, winches, earth moving or road making machinery capable of being used for defence work, shall forward a statement setting out full particulars of such plantStatement must also be provided setting out number of skilled and unskilled men respectively employed in each trade, and number and type of drivers operating mechanical equipment. Persons employing labour on constructional works must also- furnish a return setting out a description of each, separate work and a return on the progress of the works. Information requested in this paragraph must be forwarded not later than March 27.
