SPECIAL CONSTABLES
REQUEST FOR RECONSIDERATION OF DECISION V I FURTHER LETTER TO POLICE COMMISSIONER It will be remembered that tihe Whakatane County Council made a request to the Commissioner of Police for the appointment of special constables in the area under its jurisdiction. The request was declined on the grounds that the present position did not warrant appointments. In a letter, to the Commissioner of Police, the County Clerk, Mr G, G. Lucas, said: The Council notes that there is adequate legislative provision enabling your department to appoint special constables to deal with any emergency. Herein it is contended that if appointments are made prior to the emergency the tendency is that the emer gency does not arise, or arises in a modified form. "My Council respectfully suggests, that honorary speci al constables under police control be appointed in this district, and in making such appointments your department is requested to post to such offices responsible citizens who are domiciled in strategic locations. By strategic locations it is suggested that these include dairy factories and plants manufacturing goods which assist our war effort. Probability of Catastrophe. "It is suggested that if, as a result of sabotage, any manufacturing plant is destroyed or temporarily put out of action, the whole endeavour to increase production will be lost. Thris would be a catastrophe and with the police—excellent officers as they are—stationed in centres, the probability of such' a catastrophe is, unfortunately, not remote. My Council considers that the appointment of special constables in 'strategic locations' would at least assist in meeting the position. "The statements made herein represent the Council's considered opinion and it regrets to •say that it, is not in accordance with your contention that the necessity for the appointment of special constables does not exist at the present time. In the light of these submissions,, the Council requests you to seriously consider the matter further and it looks forward' to receiving your advice."' A copy of this letter w r as sent to the Under Secretary of the Department of Internal Affairs, Mr J. W« Heenan, who has replied stating that the matter had been discussed with the Commissioner of Police and the point of view of the County Council fully represented. to him. The Commissioner was considering the matter and he would no doubt communicate direct, in due course. The subject of special constable appointments, the letter concluded, affected the Police Department.
