"ALL-IN POLICY"

PRIME MINISTER'S DECLARATION COMPULSORY NATIONAL SERVICE What he described as an "allin policy" was announced by the Prime Minister, the Hon. P. Fraser, in a broadcast address last night. After referring to criticisms of the 'Government's handling of the war situation, in which he said, "Let the •opponents of Jhe Government realise that we are not in a general election but in a world war." The Prime .Minister then spoke of the legislation which it is proposed to bring before the House on Thursday. Mr Fraser appealed to the people •of New Zealand to refrain from panic. He said that some, fearing the confiscation of their savings, had iShed to the Post Office to withdraw them. He said that the term 'property' refers to such industrial, •commercial and financial facilities as are necessary to prosecute the war effort to a successful conclusion The Prime Minister gave the reply he had sent to the Return•ed Soldiers' Executive President i the Hon. W. Perry, when the lat ter had enquired whether the •proposed legislation meant compulsory national service in civil, military and financial spheres. The reply was: "Yes, definitely. As required." It is proposed to set up a National War Council to control TJNew Zealand's war effort. ,
