OTHER PROBLEMS BOROUGH'S ATTITUDE TOWARDS PA After the conclusion of the case for the objectors to the Borough Council's petition for the incorporation of the Pa and Heads areas, the Chairman of the Commission appointed to hear the petition asked whether there were other objections. Mr A. O. Stewart, who" had earlier given evidence for the Pa, again stressed the fear of rating, this time in connection with roads. The Chairman: So far no one has said that you w r ili be rated. It has been suggested and used as an argUr inent. The Chairman said further that the best advice the Pa people could have was to not sell their lands. So long as they retained them they would be alright. He added that Mr Stewart Avas quite sound in saying that the rate might be introduced. Another point raised b% r Mr Stewart was the difficulty likely to be encountered through a conflict in the authority of the Village Council* and the Borough Council. The By-laws of the Village" Committee, which were properly constituted, might differ from the By-laws of the Borough. Mr Meredith asked if it would be possible for the respective Councils to work in with each other,, as at jßotorua. Mr Barry rose at this point to say that he saw no difficulties as far as authority was concerned. The term 'Town-Planning' had been used but was not meant to apply. Mr Barry said that he could of necessity speak ; only for the present Council and his own term of office as Mayor. As he saw it, the possibility existed that the Pa land might gradually be taken over by Europeans, perhaps by undesirable Europeans, ami it was then that control by the BoroughCouncil would be necessary.
