MORE AMICABLE NOTE PRIME MINISTER'S DECLARATION The conference between the Finnish delegates to Moscow and the Soviet chiefs is proceeding on a far more amicable basis than hitherto. As last night's meeting.it is claimed that Finland was prepared to accede to two-thirds of the Russian proposals, which the spokesmen stated was as far as she could go. The Finnish Prime Minister in a statement last evening said that Finland would make no concessions affecting her independence and reiterated his previous announcement that she Avould resist aggression.
