The controller may regulate and control the use and sale of materials, cither generally or in respect of any specified area. industry, material or persons. Owners of building materials must furnish information arid particulars of them as the controller thinks fit, and may be directed not to use or dispose of them except with the consent of the controller. He may require owners or persons in charge of work to use substitutes if he thinks fit.
