Excise Duties. The Premier’s Statement on Immigration Matters. WEllington, Friday Night. On the opening of the House of Representativea yesterday afternoon the Premier made a brief statement regarding immigration during the just year, and proposed expenditure for "the next. Last year 17,513 souls were brought out, of which 7,503 were brought under the Immigration and Public Works Act.. Thera are now on the water 14,530 souls (?) — almost as many as tlie whole of last year. Although the Government had considerable cause for dissatisfaction with the AgentGeneral for not carrying out the Government's instructions exactly as they desired, they were still bound to admit ho worked zealously according to his own ideas of what was right, and he hud many dilliculties to contend with. The following principal estimates were submitted : AgentGeneral’s department, owing to the great expansion of increased clerical labour and establishment of branch agencies in the United King lorn, the vote was increased to £l2,Guo ; the expenditure for the introduction and location of imuii-caiits, including liabilities of immigrants on their way, was increased from £250,000 to £275,000. Appropriations for the different provinces for meeting various expenses incidental to immigration, and inclusive of advances for works in connection with the location of settlers, including advances for cottages : Auckland, £L7,855l Taranaki, £20,125; Hawke’s Bay, £12,136; Wellington, £66,285; Nelson, £11,150; Marlborough, £16,535 ; Westland, £14,175 ; Canterbury, £0,317 ; Otago, £17,395 { which, with various other expenses in connection with tiie depots, steam launches, &c., makes the total vote £181,161. The Premier yesterday moved his resolution for abolishing the North Is and. provinces. id e spoke about an hour and a half, and received loud applause. He said the North Island provinces were utterly unable to carry out the functions of Government devolving upon them. He intimated that the life-long services of one Buporinteudent, at least would be recognised by a special liie provision. He proposed to manage the allairs of the island by a Resident Minister in Auckland, and Government agents at Hawke’s Bav and Taranaki. At the conclusion Mr O’Rorke made a remarkable statement. He said he could not countenance such a scheme ; he would be a base traitor and apostate to do so.
