Rec. 11 a.m. NEW YORK, July 23. Tokyo radio announced that the Japanese newspapers have accepted a Government plan for numerous mergers and discontinuances, sharply reducing the number of metropolitan dailies. Only one newspaper will be permitted in each prefecture outside the big cities. Yomiuri and Hochi will merge, also Miyako and Kokumin, while Nichi Nichi and Asahi will not be affected.
