PRIVATE RACKETS
U.S. NAVAL CONTRACTS Rec. 9.30 WASHINGTON, July 16. The Naval Affairs Committee of Congress, conducting an investigation against profiteering by so-called sales' engineers, exposed appalling "private rackets." The chairman, Mr. Carl Vinson, revealed that three sales' engineers had an inside track at the Navy Department, enabling them to obtain war contracts for manufacturers. Each engineer received a commission of 1100 dollars daily since the war. making a total of 646,701 dollars for six months. Mr. Vinson added: "I am going to break up this practice of contingent fees. There is no justification for them."
