SPREAD WAR.

i GERMAN OBJECTIVE. Chinese View Of Conferences Held In Rome. United Press Association.—Copyright. (Heed. 11 a.m.) LOXDOX, Sept. 2S. A Chungking message says the recent Axis conference in Roma revealed the increasing strength of Britain and also indicated the spreading of the European war, according to the influential Chinese daily "Takung Pao."

"Germany is suffering a setback ia the war of Britain and therefore is anxious to extend the area of the war and also strengthen the Axis," said the newspaper. "On the other hand, as a result of. closer Anglo-American cooperation the strength of Britain ia daily increasing."' It is understood the reported alliance between Germany and Japan is Germany's proposition, and is designed to avert full United States support for Britain. Observers interpret it as an indication that Berlin' has decided the "blitzkrieg'-' against Britain may not succeed, and therefore the alliance represents preparation for a prolonged war. Details in the alliance regarding South America are vague, and it is believed to have been left mainly to Germany's discretion as a means of further diverting the United States* attention, presumably by the creation of political disturbances. A met-sage from New York says informed quarters there believe Britain and America may collaborate in a joint blockade of the Pacific, with which the use of Australia. Xew Zealand and Singapore is bound up, say« the Xew York "Daily News." The paper states that 10,000,000 dollars' worth of war materials are going to the Axis Powers from the United States every month by way of Spain, Portugal, Cuba, Russia and Mexico. Department of Commerce figures show, for example, that exports to Spain and Portugal increased by 22,000,000 dollars, compared with the finst seven months of the year, while shipments to Russia and thence to Germany *r« leaping up.
