JAPANESE NATIONALS. French Determined To Reject Ultimatum. United Press Association.—Copyright. (Reed. 1.30 p.m.) LONDON, Sept. 17. The Hanoi correspondent of the Associated Press of Great Britain says the Japanese Consul-Genera! warned Japanese nationals to prepare to leave lndo-China if FrancoJapanese relations deteriorate after the conference on the question of the entry of Japanese troops into French territory. He added that ships were going to Haiphong to-evacuate Jap-' anese. The French are prepared to continue the negotiations, says the correspondent, but are eqjially determined to rejcct Japanese representations if they take the form of an ultimatum. Although officially the evaAiation has not been ordered yet, many Japanese have gone to Haiphong. Eight minor members of the Japanese missioa have gone to Canton by 'plane. Anxious for Philippines Defence. A message from Manila says the Finance Secretary. Manuel Roxas, in a broadcast, appealed to the United States to strengthen its position in the Philippines by sending more arms, 'planes and defensive equipment. Be added that the military insecurity of the islands endangered United States peace. "It cannot be intended to leave the Philippines to be overrun by an invader," he stated. War and disruption of trade had made impossible preparation of the islands economically for independence in 194 G.
