LOUD AND STORMY.
Cry For Constitutional Reform In Austria. NEW PREMIER'S POLICY. ("Times" Cables.) VIENNA, September 29. The new Premier of Austria, Herr Schoeber, in a speech in the Chamber said the demand for constitutional reforms had grown louder and morcetormy. He considered it was his duty to bring the Heimwehr movement into legal form. The President must be given power to appoint or dismiss the Cabinet, dissolve Parliament and proclaim martial law. He must have supreme command of tha Army and the Law Courts and must be freed from politics. The franchise must be reformed. A foreign loan would be negotiated. The Premier said he favoured cooperation with Germany, but Austria would not join any foreign alliance or group of States.
