(Received 12 noon.) SHANGHAI, October 7. The new constitution was promulgated at Nanking on October 4, the full text of which was published in to-day's papers. It is regarded as an interesting political experiment which shows that the Nationalists recognise that China is not yet ready for democratic government. Nowhere in the new organisation is there provision made for officials to be chosen by the process of election. The new Government appears to be a frank dictatorship by the Kuomintang, namely, the People's party, whose organisation is evidently being tightened up, as an order has been issued forbidding the local branches to express their opinions on political questions until these are approved by the party's central headquarters.
