FUSION WITH RUM-RUNNERS

(United Service.) (Received 11.30 a.m.) PHILADELPHIA, September 27. A most sensational development of the grand jury investigation into bootlegging gang warfare and alleged police corruption, came at midnight with the arrest of the police captain and 22 policemen on charges of extortion, bribery and conspiracy. Among the prisoners are seven sergeants, two City Hall detectives, and the police captain, Charles Cohen, who were taken into custody outside the office of the district Attorney, Mr. Monaghan, where they were under examination for four hours.

All were placed in cells at the City Hall and are awaiting hearing of the charges before Judge Lewis, who ordered the investigation. Two other police captains, half-a-dozen city detectives, Matthew Patterson, of the Republican Organisation, and Mr. Ward, the leader and a member of the Pennsylvania House of Representatives, were a'•so arrested.
