Time Wasted In Debate On
Procedure.

GENEVA, September 19.
Fur the whole afternoon the Third Commission wrestled with procedure in considering M. Boncour's and Count Bernstorff's motions, both designee! .to achieve an early meeting of the Preparatory Disarmament Commission, but differing slightly in degree. Consequently the debate never touched esseneials, and really seemed a deplorable waste of time over such a slight divergence, especially as most seemed agreed" not to fix the date of the meeting. The most significant fact was that there was not one mention of Dr. Loudon's proposed naval conference. It was dorpped like a hoto cake.
