Lord Lansdownc ®n tine Proposals. ! LONDON, June 29. In a speech delivered at the Liberal Union Club, Lord Lansdowne (ex-Secre-tary for Foreign Affairs) said that Sir Henry Campbell-Baiinermans proposal with respect to the House of Lords would put the House of Commons and the people under the heel of any Government, no matter for what purpose elected. Bills would be badly drafted, closured, and i guillotined, and hurried on to the Statute Book without check or correction.
