The " Times " correspondeßt at The Hague states that a great proportion of the proposals under consideration relates to tie rights and interests of neutrals, which, as now advocated, -would be maintained at the expense of belligerents. If any considerable number were adopted their private interests would be guarded to such an extent that war might possibly be robbed of half its terrors arid inconveniences, and campaigns be greatlyprolonged.
