PARIS, November 5 The Spanish Electric Light Company at Tangier, having refused to pay blackma !l to the Governor, Raisuli, the latter Closed the works. The Sultan of Morocco then reopened the works and Raisuli again closed them, until the company had conceded nis terms. The incident has caused anxiety in Tangier, as it shows that Raisuli is the only existing force in Northern Morocco
