CUT IN FOira PEACES. GREAT CONGESTION OF SUPPLIES. (Received 8.51 a.m.) LONDON, February 21. Advices received in Berlin state that the Siberian railway is interrupted in four places, and that as a consequence there is enormous congestion of war supplies.
