(Received 8.35 a.m.) LOXDOX. February 14. The correspondence relating to the Dodger Bank incident has just been published as a Government Bhie Book. It shows that Count Lamsdorff assured the British Ambassador (Sir Charles HardinseV that punishment must certainly follow if the Court discovered that responsibility or blame rested either with the four officers testifying in Paris or with any other officer.
