Lord Rothschild's Scheme. * ■ ______ (Received 7.30 a.m.) LONDON, February 7. Lord Rothschild, in order to encourage the emigration of Jews from the East End of Londo?., is negotiating for the establishment of colonies in Manitoba and the North-west territories. The Canadian Government is offering free graiits'of land to those becoming settlers on the property in three years if it is properly cultivated. IRRIGATING TURKEY IN ASIA. An Important Scheme. (Received 7.30 a.m.) X,ONTX)N, February 7. Sir William Willcocks, till recently the manager of the Cairo waterworks, proposes an irrigation scheme in connection with the rivers Euphrates and Tigris, at a cost for the first of fifteen sections of eight millions sterling. [The scheme is apparently for the irof land in Turkey'in Asia between the two rivers, including Bnsra, fcak-d-Arabia and a portion of the pro?ince of Bagdad.]
