Sir William Willcocks, till recently the manager of the Cairo waterworks, proposes an irrigation scheme in connection with the rivers Euphrates and Tigris, at a cost for the first of fifteen sections of eight millions sterling. [The scheme is apparently for the irof land in Turkey'in Asia between the two rivers, including Bnsra, fcak-d-Arabia and a portion of the pro?ince of Bagdad.]
