SERIOUS INUNDATIONS IN ENGLAND.
London, July 22. The continuation of rain has caused serious inundations in some of the Midland Counties, and extensive damage. In almost all the counties despairing accounts are given of the crops. FRAUD. Meesrs Alexander and William Collier have been arrested and consigned to Newgate on a charge of fraud. The London and Westminster Bank directors are the prosecutors. EXTRAORDINARY SCENE IN THE HOUSE OF COMMONS. London, July 24. TJnparralleled excitement occurred in the House of Commons yesterday, when Mr Disraeli withdrew the Merchant Shipping Bill. Mr Plimsoll made a violent speech in opposition to its withdrawal, in the course of which he urged on the Premier not to consign thousands of human beings to death, by attending to the representations of shipowners in Parliament. Mr Plimsoll said he was determined to unmask the villains who were sending sailors to certain death. He was called upon to retract the words, but refused to do so, and presented to the. Speaker a protest. Mr Plimsoll then left the House. Mr. Disraeli moved that the Speaker reprimand Mr. Plimsoll; but it was finally agreed to afford him an opportunity for apologising. A motion was carried requiring Mr. PJimsoll to attend the House of Commons for that purpose on the 29th of July. HONOURS TO COLONISTS. The Hon. W. H. F. Mitchell, President of the Legislative Council of Victoria, has been knighted. The appointment of L. E. Thonemann as Austrian Consul at Melbourne has been approved of by the Queen. THE BISHOP OF MELANESIA. It is expected that Dr Solway will be the new Bishop of Melanesia. MESSRS. A. AND W. COLLIE. Messrs A. and W. Collie, finance brokers committed for trial" on a charge of fraud' have been admitted to bail. ' COMMERCIAL.
