November 13.

Spaniards have captured an American filitmstring expedition, and summarly tried and executed General Kaya and forty others. There is great indignation in America. The United States Government have resolved on a vigorous policy. A telegraph message stopping the execution of the party was accidentally delayed. The Paris Committee of Fifteen is appointed to report to the Assembly on the Constitutional question. They have by a majority of 8 to 7 voted for the prolongation of McMahon's power as President, such power to date from the time of voting constitutional laws. A minority of the committee refused the concession.
