By the arrival of the steamers Phoebe and Wellington, from Wellington and the Southern ports, via Napier, we have later Southern papers, from which we take the following : — WELLINGTON. January 20. The foundation of the new Provincial Buildings will be laid on Monday week by His Honor the Superintendent.
