If the measure is considered likely to operate injuriously we would recommend that a nieetincr of sharcbrokers and all interested in°th buying and selling of stock should be held when the matter being fairly discussed' the united action of all concerned should be brought to bear on the "subject. The memorial contained in another column has been handed to us for insertion, and seems to fairly state the points of the measureand we have no doubt that either this or 'some similar memorial, if generally signed would have the effect of staying the action of His Excellency in proclaiming the Act in force. By the first section of the Act it is provided that "it shall only come into operation within such province or provinces in the Colony as the Governor may from time to time, by proclamation to be published in the New Zealand Gazette, direct, and as from a day to be fixed in and by such proclamation." Such a provision as this evidently contemplates that the Governor should be guided by the wishes of the residents or local authority in the various provinces, or why was it enacted ? Practically the measure is still as if it had not been enacted, and action now taken is not of the character of grumbling when it is too late.
