The fact that it is a tax, the amount of which, if properly understood, would rai<o a storm of no small dimensions. It will to some properties (which will receive little or no benefit) be equal to one-fifth of the annual rental. When 1 find persons almost rabid on this one so-called improvement, and at the same time so apathetic to all other sanitary measures, which would to a certainty be to the benefit of all, I am very sceptical as to the purity of their motives, but not of their assurance. I find them ready to form gas companies, water companies, _c., but that which is of far more importance to all who value decency, health, and comfort, they are (for all practical purposes) totally indifferent and careless.
