Eepoet ob the Mabket Committee.—
The following report on this subject -was brought up and read : —" Interim report of the committee appointed to consider the advisability of erecting a market. ' Present— The Mayor, and Councillors Smart, Tonks, Staines, Atkin, Asher, G-eorge, and Bugdea. After a long discussion on the probable cost of erecting a market, and considering a plan submitted, with a view of bringing the^consideration of this matter under the immediate notice of the Council, it was proposed, seconded, and carried, ' That your committee recommend the erection of a market, the cost of the whole undertaking, including filling in site, approaches, and plans, not to exceed £5000. As the estimates for filling in approaches was £2700, this would leave about £2300 for the market.'—P. A. Philips, Mayor. July 3, 1871." —Mr. Tonks was not present, through illness, and requested, by letter, that the consideration of the question should stand over till next sitting-day.—Mr. Tonks' request was agreed to. Report of Fiiie Brigade.—The following report on this subject waa read : —"lnterim report of the committee appointed to confer with tho Insurance Companies .as to tho formation of a Jfiro Brigade, Hook and Ladder Company, &a.— Present : the Mayor and Councillors Gcorgo.Smart, Ashcr, and four Fire Insurance Companies' agents. —After a lengthy discussion of the various matters arising from the abovo-rnontioued subjects, it was resolved that certain questions asked by Mr. Buchanan be submitted to the Council for their consideration avid opinion.—P; A. Philips, Mayor." The following are the questions submitted : " Whether tho Borough Council intend to establish a Fire Brigade ;—if they do so, the Insurance Companies will be prepared to pay, say, one-half the expense ?—Whether they will join the Insurance Companies in the organisation of an efficient Fire Brigade. If so, to what extent will they subscribe?— Whichever party undertakes the formation of the brigade must havp full control of the_ same. There must' be no division of authority?— The present brigade must bo re-organised, from the Superintendent downwards.—Fire Inspectors : How is the proprietor of a house pulled down to be re-imbursed ? —lf insured, how is tho Insurance Company to be reimbursed ; by rate on town, or by the rule of average?— The Council should represent all the property saved by the pulling down of a hou^e that is insured, and so pay a proportionate rate lost under the original policy, which in its proportion may afterwards be recovered from ■companies when insured, or fio:a owners when not insured. —Hook arid ladder-^TJniii-sured property.—Short supply of water."^ The Chairman said that the committee-hod declined to/dp anything in the matter until a general meeting had been held.—lt was resolved tliait a special meeting of the Council should be held to consider this matter. . Hawtkes' Licences.—A by-law upon this subject, framed by a committee appointed for tho purpose, was brought up aad passed. —It •n-as resolved that the annual licence shall be £4, payabjo quarterly. — Councillor Staines and one orJ two others ofthe Goi/iidil thought that the licence should" be £5, arid-paid annually.
Report of the Foreman of Woeks. — This report was brought up, and stated that Mr. James Eice, the contracting carter, was performing his work Tory unsatisfactorily. '-"■, Pathways. —A by-law in reference to. the passenger; traffic upon the pathway, ■which, had been drawn up by the Town Clerk, was read.—lt makes persons loitering pu or. blocking up the footpath-amenable to a^ fine not exceeding £o. — The consideration of the matter-was ordered to stand adjourned until a further meeting. Accounts. —The fortnightly accounts were read .and ordered to lie.
: WiiiitAM-STKEET.—A petition" was read from the inhabitants of Williaai-street (which ia a by-street); asking that some scoria ash wight be; laid down.—Councillor Staines moVed that the prayer of the petitioners be granted. — Seconded by Councillor Atkin.— Some disedssion took place on the question of repairs to private streets.—The* motion was carried, although at first there w#s some difficulty in getting a seconder. • ■.■ ' . - MBTAii.-T-It was resolved' that .another 1000 yard* of metal should-be brought into the cifcy for present use. ■ ; . . , Vaxt/kb. —A number of applications (eight
in number)1 w.ere received for,tu.OroSlce of city valuer, salary to be £50 a-ye'ar." Some discussion took place.as to the method of voting. The method adopted was tho same'as that pursued at-;the election of the "town cje^ Mr, G-eorge Eraser was elected. After the election several of the councillors said that the election had not been understood, and that it ought to be taken over again.—On the motion of Councillor Macready, seconded by. Councillor Atkin,
it wos resolved to take the election over again. —The motion «vas not carried, there, being four "for it jind five against.—-Some. discussion took place as to tlio way in which the new valuator should make his valuation;■ Councillor Stuines sairVbe. Notices-of Motion.—Several notices' of moion were given for next jsittingrday.
