The Superintendent in a long speech recommended Local' Taxation. 80ad.9 and Schools, ( borrowing £100,000 on special security, reserves for Kailways, construction of tram-ways, land on deferred payments, assisted imniigrotion, and' endorsed .Dr. Featherston's views on the Manawatu purchase.
