PROVINCIAL COUNCIL.
TUESDAY,
Petitions were presenter!, and a question was asked by Captain Freer respecting any intentions as to the murder of Mr. Todd, to which it was replied that the matter pertained more to the General Government. After another question respecting the remuneration of members, the adjourned debate on the second reading of the Appropriation Bill was resumed by Dr. Nicholson. Alter Messrs. Creighton and Dyer had spoken. Mr. Ellis, iv a speech, of great length, and full of numerical calculations, proposed a want of confidence motion^ in the following terms, " I hat in the opinion of this Council, the Estimates of the provincial revenue brought down by the Government are fallacious and unreliable, and do not command the confidence of the Council." Mr. BrookSeld seconded the amendment, which was spoken to by Messrs. Murray and Philips, and Dr. Nicholson, who moved the adjournment of the debate, which was lost on the following division : — Ayes, 16: Messrs. Nicholson (teller), Haniliu, M. McLeod, Brookfield, Creighton, Hill, Shepherd, Reyburn, Hay, Gordon, May, Ellis, Beveridge, Dyer, Douglas, and Taylor. Noes, 19: Messrs. Lusk (teller), Sheehan, Mitchell, Dignan, Sam, Philips, Shanaghan, Cadman, Maclean, Boylan, Hurst, J. McLeod, Swfin3on, Lundon, Kerr, Stratford, Macready, Murray, Freer. The debate was continued by Messrs. Gordon and Swanson, and the Provincial Secretary (Mr. Lusk) replied, when a division was taken, by which the Executive carried the second reading, the following being the division list : — Ayes, 20 : Messrs. Lusk (teller), Sheehan, Mitchell, Hurst, Sam, Swan3on, Lundon, Dignan, Cadman, Murray, Maclean, Boylan, Philips, Beveridge, and Shanaghan. Noes, 14 : Messrs. Nicholson (teller), Creighton, Key burn, M. McLeod, Brookfield, May, Ellis, Dyer, Taylor, Hamlin, Shepherd, Douglas, Gordon, and Hay.
The result was received withfgreat applause by the Council. v and in the stranger.'g\ gallery, which, together with the reporters' gallery, was at once cleared, on the demand of Mr. Brookfleld. The Council shortly after adjourned at about one this morning. THIS DAY. The following are the most important subjects for discussion in the Provincial Council to-day:—
Mr. McLeod to move, " That an address be presented to his Honor the Superintendent, requesting him to cause an examination to be made of the Waipu River, with a view of ascertaining how, and at what cost, the entrance to the river may be best permanently improved." Dr. Stratford to move, "That a respectful address be presented to his Honor the Superintondenfc, requesting him to send down to this Council a Bill to place the Provincial Hospital trusts in the hands of trustees appointed by His Honor with a view to building a new hospital, and popularising the constitution nnd management of that institution."
Mr. Shaimghan to move, " That a respectful address be presented to His Honor the Superintendent, requesting him to allow a portion of the tolls collected on the New North Road and Great Norlh Road to be handed over to the trustees of the Kavangahupe Highway Board to be by them expended on roads within that district."
Mr. Dyer to move, " That a respectful address be presented to His Honor the Superintendent, stating that it is shown from the evidence taken before the Kaipara Railway Committee, that the advantages which this Province would derive from the opening of a line of railway between Mahurangi and Port Albert are so marked that the General Government should be requested to include that railway within its scheme of public works. Also that the sum of £20,000 should be paid by the Provincial to the General Government as th-ir contribution towards the'proposed work,"
Mr. Dyer to move, " That an address be presented" to his Honor the Superintendent, requesting him to place a sufficient sum on the Estimates for the survey of the line of railway between Mahurangi and Port Albert." Mr. Shuehan to move, ''Thab the report of the North Shore Wharves Committee be now tuken into consideration."
Mi\ Sheehan to move, " That a select committeee be appointed to take into consideration the report by the Provincial Engineer on the Auckland Sewerage and harbour, and report thereon; and also on the best means of abating the nuisance existing at the mouth of the main sewer; committee to consist of Mr. Cadman, Mr. Hill, Mr. J. McLeod, Dr. Nicholson, Mr. Philips, Dr. Sam, Dr. Stratford, and the mover."
The following subjects for discussion are among the orders of the day : —One Tree Hill Park Bill, City Board Loan Act Eepeal Bill, the hstiniates (in committee), Licensing Bill, Highways Bill, Harbour Board Bill, Education Bill, Education Reserves Management Bill, and Kaipara Railway Bill.
