PROVINCIAL COUNCIL.
WEDNESDAY.
Ari'Fß various petitions had been received the Provincial Secretary laid on the table papers relative to the patent slip proposed for Auckland. Mr. Creighton's motion was carried relative to an enquiry into the control and discipline of the Auckland Armed Police. Mr. Beveridge's motion relative to the Grahamstown Whurf was, after discussion, withdrawn. On the motion of Captain Preer, the petition of North Shore residents, relative to the wharves, and the Message, No. 23, from the Superintendent, on the same subject, were referred to a select committee. After various matters of no great public importance had been disposed of, the Provincial Secretary stated that the estimates would be submitted on Friday evening. A long discussion occurred on the question raised as to the fixed hour of adjounment, which did not result in anything. The motion of Mr. Lusk was agreed to, asking for an estimate of the cost of constructing the beach road to Parnell ; and Mr*. Boylan's lengthened and comprehensive resolution was carried, _a_firmi.ng the advisability of encouraging free libraries in the highway districts, also a free Public library for Auckland ia connection with various other buildings to be erected on the Old Court House Reserve, in Queen-street. The second reading o,f the City Board Loan Acts P»epeal Bill was adjourned till next day. THIS DAY. Among a long list of business for this evening, we find the following : — Dr. Nicholson to move, " That the report of the Albert Barracks site committee be novv taken into consideration." Dr. Sam to move, " That a respectful address be presented to his Honor the Superintendent, intimating that in the opinion of this Council a Government Assayer ought to be permanently stationed at the Thames Goldfield."
Mr. Dyer to move, " That in the opinion of this Council, all children between the ages of eifht and fourteen living within two miles of a public Government school, should be required to attend such school for at least one hundred days per annum ; provided that such children as are being educated at other schools and those being educated at home, shall be pxempt from such attendance. That a clause be inserted in the Education Bill, 1870, to give effect to this resolution." -Mr. Mitchell to move, " That in the opinion of this Council the powers which the Governor is authorised under ' The Goldfields Act. 1866,' to delegate to Superintendents of Provinces, ought, in the case of the Province of Auckland, to be delegated to the Superintendent and his Executive, inasmuch as placing such large and irresponsible power in the hands of one person is opposed to the prosperity, dangerous to the safety of the commonwealth, and tends to the subvertion of constitutional liberty." Mr. Philips to move, "That a respectful address be presented to His Honor the Superintendent, requesting him to take steps at the first meeting of the General Assembly to introduce a bill empowering him to close the burial-grounds in Symonds-street, and to make provision in lieu thereof." There is a contingent motion by Dr. Stratford, for initiating local works antecedent to the establishment of Highway Boards.
Among the orders of the day are the adjourned second reading of the City Board Loan Act 3 Repeal Bill, the Education Bill, and Highways Bill, in committee, and the second reading of the Education Reserves Management Bill, and the Xaipara Hail way Bill.
