LONDON, July 7. A debate on the Colonial policy of the Government has taken place in the House of Lords on the resolutions of Karl Russell; in the speech of the noble earl, his chief attack on the Ministry was with respect to their treatment of Canada. Earls Granville and Northbrook defended the new colonial policy of self-protec-tion. The Exchequer Chamber have decided that Colonial Legislatures have power to grant an indemnity for acts committed in the colonies. Emigration to Canada continues. Tne New Zealand Loan Guarantee Bill has been read a first time. The ironclad Cerberus, for the Victorian Government, was floated out of dock, and the men shipped. The survivors of the crew of the Mercurius, after a longdetention, were rescued from the Brazilian coast. The April mails, via San Francisco, were delivered in London on the 28th June. The fusion of the wool sales into one for November has strengthened the market, which opened rather brisk, and fully supported the tendency upward, except for best descriptions. The copper market is better; Wallaroo is quoted at £75. Rain has improved harvest prospects, and wheat is consequently lower. The petition for winding-up the European Insurance Company was dismissed. The health of the Right Hon. Mr. Childers causes much anxiety. OBiTUARY. r -The Earl of Clarendon, Sir James Clark, Lord Arthur Clinton, Professor Syme, Jerome Buonaparte. July 9. General Prim's nomination of Prince Leopold of Hohenzollern for tho Spanish Throne has caused great excitement in France ; and the Duke of Grammont will regard the election of the Prince as a menace to France. The Spanish Cortes is convoked for the 20th July. French Rentes are quoted at 70.50. Tbe London Stock Exchange is much excited; and Spanish, Turkish, and Italian stocks have been considerably affected ; a better feeling prevails to-day, as France is calming: down. Consols rule at 92-|. Victorian securities, 112 ; New South Wales, 102; Queensland, 109; New Zealand, 100. A South Australian loan of £30,000 is advertised ; tenders to be opened on the 30th July. Mr. Childers is recovering. The May mails via Brindisi were delivered in London on the Bth July; that via Marseilles is expected on the evening of the 9th. a» .
