AKAROA AND WAINUI ROAD BOARD.

— mA meeting, of this Board was held on Saturday. Present — Messrs Chappell (chairman), McDonald, A. Wright, and Checkley. MINUTES. The minutes of the former meeting were read and confirmed. INTERVIEWS. Mr Caslle, who has bought the cocksfoot on the roads from the Eoard, was in attendance re the grass seed on the Summit road, from the old Pigeon Bay road finger post to the junction of thePurau road. It appeared the Pigeon Bay Board had let the whole of this grass seed, and it was already cut. The Board authorised Mr Castle to take ' the whole of the grass on the lower (or 1 Barry's Bay) side, as that half clearly 1 belonged to the Akaroa and Wainui Road « Board. > Messrs Reid and John Wright waited on the Board, asking that proper gates bo placed on the road leading from the beach J to their properties near Mr Bates'. ' It was agreed Mr Barwick should see Mr Bates on the matter. { Mr Wm. Giddens waited on the Board, < asking for an outlet on to the beach, the 1 old road having been fenced in by Mr 1 McNeal. " *"* .;>• * After discussion, Mr Giddens' was re- 1 quested to wait on Mr Baker, and endeavor to make arrangements with him to allow him to get access to the beach through his 1 (Mr Baker's) land. - The Clerk was further instructed to have i the Barry's Bay end of this road repaired. £ . CORRESPONDENCE. Letters were read— From the Little River Road Board, as 1 follows:— ■ "Little River Road Board, "December 6th,1882. '■ Sir,—l have the honor, by direction of the Litt'e River Road Board, to inform ' you that at a meeting of that body held on . the.4th_in.Bt,,it was, unanimously resolved —" That the Various Road Boards of the j Akaroa 'County _ be written to, in order to ascertain their opinion as to the advisable- - ness of taking steps to suspend the operation of 'The Counties Act, 1875,' as at - pfesent.Cdnatitiited in Jhjs County, powers ' being giyen to the ratepayers by clause 8, 1 'etc., of r * The Counties Amendment Act, s 1882,' to do so." I am further to add that < this Board having ; learned from past ex- ] perience that as there is not sufficient c county work to warrant the expenditure of , maintaining that board, they unhesitatingly arrive at. the conclusion that all the . necessary functions of' The Counties Act' r would henceforward be adequately carried t out by the Chairmen of the various Road _ Boards and Town ; Boards of the County, as provided! for in clause 36 of the above quoted act. A meeting of the ratepayers of this district will be held on Thursday, January 4th, 1883, to consider among x other things the above. An early reply will oblige.—Yours, etc., "T. Quealy, Clerk." 1 The consideration of the matter was deferred till n?xt meeting, the Clerk to write - ito tlie Little River Road Board to this effect. There was a very long discussion - on this matter, members being of opinion "J that the ratepayers should be fully consuited on such a question, and that it € would be very difficult, if not impossible, ( to get ratepayers together at this busy ( season. The members thought, however, ( that the Road Board District should be divided into wards before next June, so that the new members might be elected on * that basis. The Board were of opinion t that this system would make the representation fairer, and determined that a public meeting of ratepayers on the subject should be called directly the busy season was over. • Mr McDonald proposed —" That the Clerk take steps to divide the Akaroa and Wainui Road District into nine divisions, • onthebaßisof valuation, arith a view to adopting the ward system before the general oiection in June next." Seconded by Mr Checkley and carried. It was of course understood that the question of altering the constitution of the County Council should be a matter for discussion at the meeting, as well as tho adoption of the ward system, but details on this subject were, as before stated, deferred till next meeting. From main road contractors, asking leave to cut grass seed on tbeir respective contracts. . . _. . Fiom the poundkeeper, stating that he had collected no pound fees for the month ending December 10th, 1882. From Mrs Shadbolt re trespass in Pawson's Valley road. It was agreed to write to Mrs Shadbolt, stating the remedy was in her own hands, ■ and the Board could not interfere. From Mr W. Montgomery, as follows :— " Akaroa, 29 th December, 1882. " Sir,—l had the honor to receive your letter of tho 13th instant, just before I left Christchurch. I was detained at Okain b some days by stress of weather, or I would have replied sooner. I regret that I cannot confirm the impressionHof your Board

r that a sum was placed on the Supplemen--1 tary Estimates for the formation of a road opening up the Waikerakikari Valley. I r am not aware that any sum was voted for i that purpose. I did all in my power to p obtain a grant, not only for the formation r of the road above mentioned, but also for i the Summit road, and I regret having to 3 state that I was unsuccessful. ' The , " Roads Construction Act" makes' provi- > sion for the formation of district roads. , Plans and specifications and estimate of i the cost of the road would have to be for , warded to Wellington, and, after con- _ sideration there, the money required may , be advanced, repayment to be made by _ instalments extending over thirteen years. , If you require further information which I can give, I beg you will write to me.— , Yours etc., "W. Montgomery." From Charitable Aid Board, as follows:— " Board Room, Christchurch Hospital, 27th December, 1882. Sir,-—The Hon. the Colonial Secretary has addressed a letter to the Hospital and Charitable Aid Board asking them to devise a plan by which funds may be collected from the public for Charitable purposes, to supplement the vote which Parliament has placed at the disposal of the Goverment. The Board having given this letter due consideration, resolved to convene a meeting of representatives from Counties and Boroughs in the Provincial District of Canterbury to further consider this question, and I have now the honor to request the attendance of a representative from your Board at the City Council Chambers on Wednesday, the 3ist day of January, 1883, at 3 o'clock p.m.—Yours etc., " H. Thomson, Chairman." BATES. The Board resolved that due notice should be given in the Akaroa Mail that all rates not paid within 15 days from the date of the receipt of a special notice to that effect would be sued for at once, GRASS SEED ON ROADS. It was agreed that the grass seed on the roads would have to be be paid for before any was removed. SUKFACE MAN. The Chairman advocated the appointment of a surface man to look after the roads. The plan had answered elsewhere, and he thought should here. He believed it would be better than employing casual labor as they did at present. Several members, however, seemed to be of opinion that the funds of the Board being so low they should for the present pureue the system of letting the clerk employ labor when it was absolutely necessary. BLINDING THE ROADS. In reference to letting the main roads for part of the present year, there was, some discussion. It was stated that the funds of the Board would not authorize any extensive metalling, but the general opinion seemed to be that if the metal on the sides of the roads were all raked on to the crown of the road and blinded, that the roads would be in capital order for the coming winter. ACCOUNTS. The following accounts were passed for payment; —Post office box £1, J. Bullock £5 12s, J. Wardle 10s 6d, H. C. Jacobson £1 9s 6d, J. Barwick £8 6s Bd, office sundries 13s 9d. Total £17 ;2s sd. ADJOURNMENT. The Board then adjourned to February 10th.
